The man who built one of the world’s most-used messaging apps is now formally wanted by the country he was born in — accused of helping the very attacks his platform was supposedly used to plan.
Russia’s Federal Security Service (FSB) announced Wednesday that it has charged Telegram founder Pavel Durov with aiding terrorist activities and begun the process of placing him on an international wanted list. The charge, under Article 205.1 of Russia’s Criminal Code, carries a potential sentence of life in prison if Durov is ever tried and convicted there.
What the FSB Is Alleging
According to the FSB, Telegram’s administration refused to remove “numerous channels, chats and bots” that Ukrainian intelligence services and extremist groups allegedly used to coordinate sabotage, terrorism, and cyberfraud inside Russia — activity the agency says caused real casualties.
The Chatbot Recruitment Claim
One specific accusation stands out: Russian authorities say a Telegram dating chatbot was used by Ukrainian operatives to recruit Russians as young as 12 for arson attacks and assaults on police, and claim 46 people tied to these networks have been detained since July 2025.
Legal and Travel Risk for Durov
The charges let Russian courts issue an arrest order in absentia, opening the door to an Interpol Red Notice. Durov, who lives in Dubai and holds French and UAE citizenship, would face real risk traveling to any country with active extradition ties to Moscow.
Part of a Bigger Crackdown
The move lands alongside Russia’s ongoing effort to throttle and restrict Telegram domestically — part of a years-long campaign by the Kremlin to bring internet platforms under tighter state control. Branding Telegram’s leadership as terrorism-linked also raises legal risk for ordinary Russian users who rely on the app daily.
A Man Caught Between Two Fights
Durov has now been targeted by authorities on opposite ends of the encryption debate: French prosecutors indicted him in 2024 over content moderation failures, and now Russia is pursuing him for allegedly moderating too little. Durov has previously called Russia’s legal actions against him pretextual attempts to suppress privacy and free speech.
